TERTIARY DECREE FAQ: OUR EXPERTS WILL ANSWER YOU

The Tertiary Decree is now: the deadline for the first deadline is September 30, 2022.

On this date, if you are subject, you will have to submit your consumption data on the Ademe OPERAT platform.

What does “climate adjustment” mean?

The OPERAT platform makes adjustments to the declared final energy consumption data, based on climatic variations in the area in which your building is located.

It thus evaluates the average final energy consumption, corrected for the subject functional entity (EFA).

The value taken into consideration is:

  • of the climatic zone
  • and altitude class

in which the EFA is located.

 

How is this climate adjustment calculated?

This adjustment is carried out automatically by the OPERAT platform , the calculation is therefore not the responsibility of the taxable persons.

The adjustment according to climatic variations is carried out on:

  • energy consumption relating to heating
  • energy consumption relating to cooling

It is calculated according to the provisions set out in article 5 of the decree of April 10, 2020, based on the DJE (Summer Degree Day) and DJH (Winter Degree Day). And according to the temperature bases determined for each category of activity.

This is the statistical average DJU (Unified Degree Day) difference over the period 2001-2020 and those of the year considered for the reference meteorological station selected. The annual DJUs used by the OPERAT platform will be provided by Météo France.

A list of Météo-France meteorological stations appears in Appendix III of the Absolute Value decree. There is at least one station per department.

Depending on the configuration of the departments (coastal or with significant variation in altitude) several weather stations are offered.

In detail, here is the formula used by OPERAT for the calculation:

In the event that heating consumption is not known from energy meters or bills, the formula for calculating the climate adjustment becomes:

In the event that cold consumption is not known from energy meters or bills, the formula for calculating the climate adjustment has been modified using the same model:

How do you know the DJU (Unified Degree Days) used where your building is located?

The latest Absolute Value II decree published at the end of April contains 3 tables to which you must refer depending on the altitude and geographical area concerned.
