EECS: What if it was the right time to re -examine your levers of action?

The world of Energy Economies Certificates (CEE) is changing. A draft decree examined at the end of May at the Energy Council provides for the disappearance of 11 standardized operations sheets , mainly deemed too generous by the Directorate General of Energy and Climate (DGEC).

A strong signal: the State wishes to reserve aid for actually incentive operations, with a less immediate return on investment.

But for the owners, it is not a threat. It is an opportunity.


End of easy blows, make way for strategy

Certain simple actions largely financed in the past (heat of heating networks, heat recovery, thermostatic valves, etc.) will no longer be supported by the EEC device.

In return, the most strategic actors - those who anticipate, plan, prioritize - will draw out of the game.

The 11 files concerned by immediate deletion:

  • Bar -Th -60 - Insulation of hot water networks - residential
  • BAT -D -146 - Insulation of heating networks - Tertiary
  • RES -CH -106 - Insulation of heat networks - Networks
  • RES -CH -107 - Renovation of singular points on networks - networks
  • Bat -Th -155 - Renovation of singular points in building - Tertiary
  • IND -BA -112 - Heat recovery on air compressor - Industry
  • Ind -UT -117 - Heat recovery on industrial effluents - industry
  • Ind-UT-121- Isolation of singular points in industry- industry
  • Bar-Th-135 (to be confirmed)- Thermostatic tap-residential
  • Bat-EQ-124 (to be confirmed)-Motorcycle-Regulated system-Tertiary
  • BAT-EQ-12 (to be confirmed)-Hydro-ECONOME-TERTIARY SYSTEM

Three priorities to build a virtuous trajectory

Integrate behavior in your sobriety plan

Acting on the uses of the occupants by behavioral actions already makes it possible to obtain substantial gains, without investment: 10 to 15% of energy savings according to the OID (Observatory of sustainable real estate).

Very limited investment shares which require recurrence and variety to play the occupants in a fun way in the energy sobriety process:

  • Participatory workshops type fresco of energy sobriety
  • Awareness campaigns (seasonal eco -headest posters, newsletter, etc.)
  • Energy savings challenge like the cube competition


Capitalize on shares without work

It is in parallel to optimize the operation of existing equipment (heating, ventilation, air conditioning and lighting). Is key up to 30% savings with little investment.

  • Time settings
  • Automatic lighting extinction
  • Decrease in heating instructions
  • Drift monitoring thanks to the analysis of the load curve

Supporting an Energy Manager and the use of an energy management platform will be very useful to optimize your consumption.


Make on perennial devices

The Bacs decree which provides the equipment of tertiary buildings of GTB type control and automation tool is an effective way to succeed in its consumption reduction trajectory fixed by the tertiary decree. Solid EECS sheets (e.g. BAT-PH-116 for GTB) make it possible to finance its investments with a structural impact, even without heavy work:

  • GTB, on average, a class A or B GTB can reduce consumption up to 30%.
  • GTB Light, a more affordable solution than the classic wired GTB
  • Automation of instructions
  • Centralized steering


Why act now?

The regulatory calendar is tight: certain deletions of EEC sheets could come into force in June 2025. It is therefore the time to initiate an assessment of the levers actually activated in the medium term, before being caught.

Especially since the tertiary decree entered in 2025 in a strategic phase: after the first declarations stage, the requirement of results for 2030. A deadline formalized by the Tertiary Eco Eco Energy note on the Ademe Operat platform, which becomes final in July.

The Tertiary Decree involves a structural transformation of the way buildings are operated and renovated. To achieve these objectives, it is essential to adopt a suitable and efficient energy renovation strategy.

  • energy performance action scenarios on uses, operation and building envelope
