BACS decree , what is it?

The BACS Decree (Building Automation & Control System) requires players in the tertiary sector to equip their buildings with an automation and equipment control system by January 1, 2025 .

GTB (Technical Building Management) type solution in order to monitor and regulate the energy consumption of all equipment : heating, cooling, ventilation, lighting, electricity production, etc.

who is affected?

Who does the BACS Decree apply to?

The obligation applies to both new and existing stock . These are non-residential tertiary buildings (offices, hotels, shopping centers, etc.) equipped with a heating or air conditioning system (combined or not with a ventilation system) with a nominal power greater than 70 kW . The entity subject to these obligations is the owner of the heating and air conditioning equipment counted to reach this threshold nominal power .

An exemption is possible for existing buildings , justifying that the installation is not feasible with a return on investment of less than 10 years .

From 2025

Application of obligations to buildings equipped with a heating system or an air conditioning system, whether or not combined with a ventilation system including:

  • The nominal power is greater than 290 kW
  • The building permit is filed from July 21, 2021

From 2027

Application of the obligations to buildings whose nominal useful power of the equipment is greater than 70 kW and for which the building permit is filed from April 8, 2024 .

How to answer it?

Technical Building Management 

There are 4 fundamental elements to bring together (article R.111-22-6 of the construction and housing code):

  1. Continuous monitoring, recording and analysis , by functional zone and at an hourly time step, of production and consumption data of the technical building systems , as well as the adjustment of the technical systems accordingly. This data is kept on a monthly basis for 5 years.

  2. The evaluation of the energy efficiency of the building compared to reference values, corresponding to energy study data or characteristics of each of the technical systems

  3. The system detects efficiency losses in technical systems and informs the building operator of possibilities for improving energy efficiency.

  4. Interoperability with different technical building systems .

  5. The possibility of manual shutdown and autonomous management of one or more technical building systems.
