Why adjust your objectives?
The Eco Energy Tertiary scheme provides two pathways to achieve compliance:
- Relative targets: -40% in 2030, -50% in 2040, -60% in 2050
- Absolute value targets: according to the Absolute Values VI decree
However, some commercial buildings have restrictions that are incompatible with these objectives. Modulation then allows for the definition of a realistic, measurable, and justified objective.
The causes of modulation recognized by the legislator are:
1. The cost of the work is disproportionate
When investments significantly exceed regulatory thresholds, a modulation allows the target to be adjusted to a realistic level.
2. Architectural or heritage constraints
On listed or protected buildings, certain works are impossible: modulation then becomes the only compliant option.
3. Technical constraints
Usage, building configuration or equipment sometimes limit possible actions: these constraints justify an adapted objective.

Sobre Energie x Paris City Hall
How Paris Centre reconciled the Tertiary Decree and heritage constraints
The Paris Centre Town Hall (5,754 m²) is subject to the Tertiary Decree, but several works have proven impossible or too costly due to the listed facades, stained glass windows and the absence of economically viable solutions (insulation of sloping roofs, interior insulation, connection to district heating).
After adjustment, the absolute target value was increased from 107 to 124 kWh/m²/year. The chosen scenario relies on effective and accessible actions: insulation of the ground floor and specific points, LED relamping, heating optimization, elimination of domestic hot water systems in bathrooms, and adjustment of cooling setpoints.
This package of measures makes it possible to aim for 47% energy savings, while fully respecting heritage constraints.
