Decree P6 published: the 6th period of Energy Efficiency Certificates (EECs) begins a new era for energy efficiency
The Ile-de-France morning meeting of the C2E Club, organised by ATEE, was held on November 4, 2025, the same day as the publication in the Official Journal of the decree governing the 6th period of Energy Savings Certificates (2026-2030).
An ideal time to decipher a structuring text for the sector with the expertise of the excellent Elisabeth Tatreaux, general delegate of the C2E club, and Guillaume Perrin, Director of the ACTEE program.

Energy Efficiency Certificates (EECs) are a pillar of the energy transition and an investment lever for all actors – both public and private.
This 6th period, more demanding and more structured, marks a turning point : that of reinforced management, digital control and traceability.
⚖️ P6 EEC: A new, more demanding framework for 2026-2030
Decree P6 sets out the guidelines for the period:
• 5,250 TWhc total obligation (+35% vs P5);
• maintaining the poverty component at 280 TWhc/year;
• shift from an incentive-based approach to a measurable results-based approach.
Objective: to better manage, better control and better evaluate energy savings.
🧩 Control and transparency at the heart of the CEE reform
🔸 Enhanced and digitized controls
• Deployment of digital tools,
• Application of the anti-fraud law,
• Mandatory updating of CEE accounts.
🔸 Independence and traceability
• It is forbidden to reapply for accreditation until 6 months after withdrawal.
• Capital independence between organizations and applicants,
• Inspection reports transmitted via a secure platform.
🔸 Documentary Integrity
• Traceability and authenticity required for all electronic parts.
🔍 EEC doctrine and guidelines: time for real effectiveness
The P6 doctrine refocuses the system on actions that genuinely provide incentives:
• Removal of records with a TRI < 3 years,
• Bonuses are now capped (up to X5 or < 1 to avoid windfall effects),
• Integration of economic and anti-fraud criteria from the design stage.

🧮 PRODICEE: measure, evaluate, ensure reliability
The PRODICEE program, led by ADEME, modernizes the measurement and fight against fraud.
Goals :
• Evaluate the technical and economic impacts,
• Cross-referencing data to identify anomalies,
• Deploy remote digital controls.
💰 Budget: €80 million over 4 years
The PRODICEE program (Program for the reliability and massification of energy efficiency data), labeled PRO-INFO-57 by ADEME, aims to measure, evaluate and make reliable the actual energy performance of buildings and installations.
Led by ADEME, it brings together a consortium of excellence composed of:
CSTB (Scientific and Technical Centre for Building), CEREMA (Centre for Studies and Expertise on Risks, Environment, Mobility and Planning), AQC (Construction Quality Association), IPP (Institute for Building Performance), CEREN (Centre for Studies and Research in Environment and Networks), CETIAT (Technical Centre for Aerodynamic and Thermal Industries), ALLICE (Industrial Alliance for Competitiveness and Energy Efficiency) and ENPC (École des Ponts ParisTech).
This group is working to structure and make energy data more reliable, in order to strengthen confidence in feedback and accelerate the widespread adoption of high-performance renovations.
🏛️ ACTEE Programme: a hypervisor for territorial energy transition
Presented by Guillaume Perrin (FNCCR), the ACTEE program is becoming a key tool for local authorities, with new resources coming soon :
• Regulatory hypervisor connected to DSOs from January 2026 and to various energy management platforms including Datamarc Neo,
• 800 communities and 15 state agencies covered.
This tool embodies energy management based on real data.

🎂 The 20th anniversary of the CEE scheme: an anniversary marked by uncertainty

Two days co-organized by ATEE, DGEC and ADEME, to celebrate 20 years of energy efficiency and discuss P7…
But there is a great deal of uncertainty: during the morning session, several speakers mentioned budgetary difficulties that could compromise the event.
The registration site is currently undergoing maintenance, and the industry hopes that a solution can be found so that these meetings can take place — an essential event to unite and educate the actors of the CEE scheme.
💬 In summary: measuring actual effectiveness is the next step
This day, November 4, 2025, will remain symbolic:
• publication of decree P6,
• emphasis on a more rigorous framework,
• and affirmation of a need for maturity of the system.
But this new period also reveals its structural limitations:
• oversizing of certain operations,
• rebound effects related to increased usage based on non-optimized installations,
• which results from a conventional approach, centered on the kWh cumac (kWhc).
At this stage, the conventional measure of effectiveness reaches its limits.
The next step will have to be to rigorously measure the actual energy efficiency, particularly on tertiary complexes, especially since the data exists.
This involves integrating dynamic indicators, usage data and operational feedback directly into CEE devices.
