After the time for declarations, here comes the time for the report card. Annual certificates are now accessible to taxable persons on the Ademe OPERAT platform. Each Subject Functional Entity (EFA) has a note displaying its trajectory in relation to its 2030 objective.

Reminder of Tertiary Decree objectives
As a reminder, the Eco Energy Tertiary (DEET) system concerns tertiary buildings of more than 1000m2.
Each subject functional entity (EFA) has 2 objectives assigned to it:
- A so-called relative value objective (Crelat) which consists of gradually reducing energy consumption by at least:
- 40% in 2030
- 50% in 2040
- 60% in 2050 compared to reference consumption.
The reference year is between 2010 and 2019, or corresponds to the first full year of operation for which energy consumption is reported on OPERAT.
2. An objective in absolute value (Cabs) which consists of not exceeding a threshold energy consumption, defined by decade according to the activity carried out.
To comply with Tertiary Eco Energy obligations, one of the 2 objectives must be satisfied. These objectives are calculated automatically by the OPERAT platform
Which categories are affected?
Since mid-January, Ademe's OPERAT platform has been providing the 2030 objectives and annual certificates for an initial scope of activities. For taxable persons who have declared and validated their 2023 annual consumption.
This first scope of activity concerns the following subcategories:
- Early childhood reception
- Audio-visual
- Culture and shows
- Primary and secondary education
- Justice
- Restoration
- Computer server rooms
- Health-hospital centers
- Sport
- Parking
- Air and rail transport
- Light vehicle sales and services
The rest of the subcategories are the subject of a decree published soon.
How to collect your certificate?
For the subcategories mentioned above, the 2030 objectives are now accessible in a new menu on the Ademe OPERAT platform.
Each EFA therefore has an annual certificate which serves as an evaluation document and statement of compliance with the objectives. The annual certificate makes it possible to summarize in a summary manner the EFA's energy consumption data as well as its objectives and to visualize its progress in the process of reducing energy consumption.
This certificate constitutes:
- A communication tool for staff and users
- An inventory in the context of a real estate transaction
The certificate includes the following elements:
- Date of publication and type of certificate
- Identification of the year of the certificate & associated Tertiary Eco Energy Rating
- Administrative and geographical information from the EFA
- Information on the objectives and their possible modulations
- Visualization of consumption data adjusted for climate variations over the last 3 years as well as the evaluation of GHG emissions in real value
The certificate will be supplemented on the back when the aggregation of results at the scale of a building is operational and when the functionalities allowing the results to be shared at the scale of a property are available.
