It is now known: the deadline for the first reporting of consumption data has been postponed by one year, to September 30, 2022, instead of September 30, 2021.
It is the OPERAT platform, the online platform managed by Ademe which collects building energy consumption data.

Predictable, even hoped for by some, this one-year postponement has at first glance the taste of a missed opportunity : that of the tertiary building sector with energy efficiency.
Because communities and businesses have put themselves in working order: their participation in recent months in our webinars as well as those of our competitors attest to this, requests for information and appointments made on the tertiary decree are increasing.
Collectively, the implementation of a methodology was taking shape on the path towards the objective of -40% final energy consumption by 2030. The energy consumption of buildings has become one of the concerns of the Heritage Departments.
1/3 of communities lack visibility on the issues
But it must be admitted bluntly, this postponement of the deadline for the first reporting of consumption data to OPERAT also sounds like a relief to many players in the tertiary building sector , both communities and businesses.
Our Sobre Energie study from last November clearly shows this: not all communities are mature in their energy efficiency program: 1/3 of the communities surveyed (municipalities, departments, regions) have little visibility on the issues of the tertiary decree . Another 1/3 do not see how to currently meet regulatory objectives (Sobre, 2020).

From this point of view, the one-year delay has the merit of offering the possibility to tertiary sector players to implement concrete and concerted actions for their collection as well as for analysis, to establish deployment plans with by prioritizing energy efficiency.
Does this delay leave more time to begin your energy efficiency approach? Not really because if the first declaration is postponed, the deadlines of the tertiary Eco Energy decree are not, 40% of final energy consumption by 2030 is firmly expected!
The earlier you start, the smoother the slope will be to get there.
These next few months therefore remain decisive. Also how can we take advantage of these additional 365 days to really comply with the tertiary decree?
Businesses and communities must take advantage of this to better integrate the various decrees (January and April) which set the tertiary decree to music without forgetting the fact that for certain activities such as catering-hotels, shops, health establishments, or even train stations/airports …which are not yet defined.
