How to choose your reference year?
If you are subject to the Tertiary Decree, you must declare your reference year and associated consumption before September 30 on the Ademe OPERAT platform.
You can choose a calendar year or 12 sliding months between 2010 & 2019.
It is advisable to:
- take the most consuming year to facilitate your consumption reduction trajectory
- take a year before carrying out major energy performance improvement works
Note the particularity for new buildings, also subject to the Tertiary Decree:
- you must choose the 1st full year of operation (12 consecutive months). This choice can be modified up to 3 years after the commissioning of the new building, until the site reaches its actual functioning.
If you cannot find your consumption history, you can specifically ask Enedis or GRDF to find its consumption, if you are the meter operator.
What if I have several energy suppliers?
You have to find the consumption for each fluid (electricity, gas, etc.) at each of them.

Specificity for storable fuels (fuel oil, propane gas, wood) : For the constitution of the reference energy consumption for these energy sources by storage fuels, as specified in the 1st paragraph of I of article 3 of the decree of April 10, 2020, “ detailed energy consumption data is provided from invoices or any other appropriate means of equivalent effect”. As such, for these specific cases and since the annual delivery volumes of this type of energy are not always equivalent to the annual consumption of the buildings concerned, it is accepted that the reference consumption can be established on an average calculated over a period indicated in comments on the OPERAT platform.
