Are parking areas subject to restrictions?
It is appropriate to distinguish 2 scenarios: that of a car park within a tertiary building and that of a car park alone
Case of a tertiary building with parking:
First of all, let us remember that the floor areas arranged for the parking of vehicles are not taken into consideration to assess subjection to the provisions of the tertiary decree. For example a 700m² building with a 300m² parking lot. The whole represents 1000m² but is not subject to this because only the 700m² of the building are counted.
But once the building or group of buildings is subject to this requirement, the areas of parking areas for motorized or non-motorized vehicles are taken into consideration in terms of energy consumption.
Thus in a building of 1100m² with a parking lot of 300m², the whole will be subject to 1400m².
Specifically for parking lots:
Parking lots for public use are part of the tertiary activities of the parking professions. As such, they are subject to the provisions of the tertiary decree. underground car parks (infrastructure) and so-called “silo” car parks (superstructure) which are largely naturally ventilated.
These parks are subject to building permit applications. The floor areas of these parking lots (parking spaces + traffic aisles) should be taken into consideration.
So-called “open-air” parking lots (uncovered parking) are not subject to tax (absence of infrastructure or superstructure building). The public lighting consumption of these open-air car parks is not affected by the system in principle, because they do not fall within the building sector.
Sheds solely dedicated to vehicle storage are parking areas which are not taken into account when assessing liability. But once the building or all of the buildings are subject to this requirement, parking areas are taken into consideration in terms of energy consumption areas.
It is then necessary to select in the “Parking” category, the subcategory “Parking in infrastructure – basement” or “Parking in superstructure – silo with natural ventilation” or, where applicable in the “Logistics” category, the subcategory -category “ambient temperature logistics”.
