Energy savings certificates: the subsidy decreases

4 months before the expiry of the BACS Decree, the CEE sheet (Energy Savings Certificates) BAT-TH 116 for the implementation of a technical building management system (BMS) for heating, domestic hot water, cooling/air conditioning, lighting and auxiliaries is revised downwards. 


What is the BACS decree?


The BACS Decree (Building Automation & Control System) requires players in the tertiary sector to equip their buildings with an automation and equipment control system by January 1, 2025.

GTB (Technical Building Management) type solution in order to monitor and regulate the energy consumption of all equipment:

• Heating

• Cooling

• Ventilation

• Lighting

• Photovoltaic electricity production

The obligation applies to both new and existing stock. These are non-residential tertiary buildings (offices, hotels, shopping centers, etc.) equipped with a heating or air conditioning system (combined or not with a ventilation system) with a nominal power greater than 70 kW. The entity subject to these obligations is the owner of the heating and air conditioning equipment counted to reach this threshold nominal power.

An exemption is possible for existing buildings , justifying that the installation is not feasible with a return on investment of less than 10 years.


From January 1, 2025

Application of obligations to buildings equipped with a heating system or an air conditioning system, whether or not combined with a ventilation system including:

• The nominal useful power is greater than 290 kW

• The building permit is filed from July 21, 2021


From January 1, 2027

Application of obligations to buildings:

• whose useful nominal power of the equipment is greater than 70 kW

• whose building permit is filed from April 8, 2024.



How to finance your GTB?


There is assistance and funding to set up your GTB, finance studies and works:


Energy Savings Certificates 

With the CEE BAT-TH 116 sheet for the implementation of a technical building management system (BMS) for heating, domestic hot water, cooling/air conditioning, lighting and auxiliaries. After having been doubled until June 30, this bonus will decrease from next January 1, the date of the first deadline of the BACS Decree. The eligible sectors of activity concern offices, education, shops, hotels/restaurants and health. Want to take advantage of it? Our partner, Economie d’Energie can support you!

Furthermore, according to a decree published on August 30 in the Official Journal*, the RES-EC-104 sheet relating to the renovation of exterior lighting is also revised, to take into account the 2019-2020 Ecodesign regulation and developments of the reference situation of the sheet.

The new eligibility conditions in this sheet concern:

• either the removal of existing lighting fixtures and the installation of new lighting fixtures with LED modules

• either the re-equipment of lighting fixtures by installing a set consisting of an LED module and auxiliary equipment

• either both

And CEE packages will be issued for luminaires replaced or re-equipped according to two operating cases: dimming only, or dimming and presence detection.

This funding program concerns educational establishments. Schools, middle schools, high schools and even universities are eligible for this aid to finance their energy renovation.
