Despite the cap on gas prices and the electricity shock absorber, the energy bill will remain high in 2023 for communities and businesses.
To control the consumption of your buildings, deploying a sobriety plan and audits is therefore the priority for this new year. Levers to be implemented now, to ensure a good Tertiary Eco Energy rating of sites subject to the Tertiary Decree.

Price increase, stop or still?
The year 2022 was one of all records: at the end of August the price of electricity reached €1000/Mwh on the wholesale market. 5x more than in 2021!
Very volatile, prices have relaxed and at the start of 2023, they are around €300/Mwh for electricity and €100/Mwh for gas.
Encouraging signals are there, agreement among the 27 of the European Union to cap the purchase price of gas at €180/Mwh on the wholesale market, but one certainty remains: energy prices will remain on an upward trend. .
In question? The geopolitical situational tensions around Ukraine, but also the structural reasons: scarcity of fossil resources, imperative of decarbonization and energy transition to fight against climate change.
In the immediate future, several mechanisms exist to help businesses and communities cope with this shock to their energy bills.
To protect local communities, the 2022 safety net is renewed and expanded . It will represent a cost of two billion euros and should concern between 21,000 to 28,000 communities whose financial situation has deteriorated due to the rise in energy prices. (Source Ministry of Ecological Transition)
An electricity shock absorber has also been created by a government amendment for all small and medium-sized businesses (SMEs), associations, communities and public establishments not eligible for the tariff shield . This shock absorber will cover approximately 20% of their total electricity bills. It will be applicable from January 1, 2023 for one year.

Sobriety plan, DDADUE audits, time to deploy your action plans
Beyond economic aid, the best way to reduce your bill is to reduce your energy consumption. The State has also set the course through the government's sobriety plan: -10% within 2 years compared to 2019.
How to act quickly on your buildings? How to follow and sustain your sobriety measures? The challenge is not only to get through the winter of 2023, but especially the following ones.
Priority number 1: identify your most energy-intensive buildings, to know where to act. These will be priority because they have a strong source of savings. Using the Pareto tool on the Sobre Energie platform allows you to obtain this dynamic vision of your fleet.
Priority number 2: audit your priority buildings to see how to act with the greatest impact (optimization of operation, change of equipment, work on the envelope, etc.). The energy audit then allows you to decide on your action plans to be implemented in the short, medium and long term, based on ROI in €, kWh and CO2.
Carrying out such an energy audit is also mandatory before December 2023 within the framework of the DDADUE law, for large companies with more than 250 employees or a turnover exceeding €50M.

Tertiary Decree, 1st year of rating
Finally, the year 2023 constitutes the 1st full year counting for the Eco Energy Tertiary rating. After having declared their reference consumption on the Ademe OPERAT platform at the end of last year, each taxable person must begin their trajectory of reducing consumption in 2023, depending on their objectives in absolute value or in relative value.
Each building and each subject functional entity will thus be noted in 2023 by a colored sheet (green, orange or black) to attest to whether or not it is progressing on its reduction trajectory.
It is therefore imperative to have software for measuring and monitoring your consumption to ensure you are on the right trajectory set by the Tertiary Eco Energy Decree.
Sobre Energie thus supports several dozen customers on its energy management platform, thanks to its module dedicated to the Tertiary Decree.
