The 6th period, which covers the period 2026-2030, begins, a period marked by an increase in the volume of Energy Saving Certificates (CEE) premiums.
Context reminder
Energy Savings Certificates (CEE) are available to businesses and local authorities for energy-saving projects. Based on standardized energy performance measures, they use the cumulative discounted kWh (kWh cumac) as the unit of measurement. Projects, assessed and financed in partnership with delegated authorities such as Economie d'Energie, can cover a range of energy improvements.
The 5th period of the Energy Savings Certificates (2022-2025) ended at the end of the year. Good news for the 6th period: the overall amount has been increased by nearly 30%.
- 1050 TWhc/year, or 5250 TWhc over the period 2026-2030
- vs. 775 TWhc/year, i.e., 3100 TWhc over the period 2022-2025
In order to combat fraud and in accordance with the recent Cazenave law, stricter criteria will be put in place:
- Minimum Return on Investment (ROI) for the beneficiary
- Minimum remaining charge for the beneficiary

Energy Efficiency Certificates (EEC) for commercial buildings
Numerous changes were made to the CEE scheme at the end of 2025, with the aim of better tracking fraud and refocusing aid on the most effective systems.
Aid for heat pumps and geothermal energy
The 75th decree, published on September 9, 2025, removes the BAT-TH-113 form, which is replaced by 2 new forms, which came into effect on January 1, 2026:
- BAT-TH-163 air-water heat pump
- BAT-TH-164 water-water or glycolated water-water heat pump
These 2 CEE forms benefit from a bonus for the replacement of a coal, oil or gas boiler:
- Bonus coefficient of 3 for the BAT-TH-163 form
- Bonus coefficient of 4 for the BAT-TH-164 form
This same decree creates a new form for geothermal energy: BAT-TH-162 geothermal system. This form benefits from a bonus coefficient of 5 for replacing a coal, oil, or gas boiler, also effective since January 1, 2026.
CEE sheets modified or deleted
- Lighting - Modified BAT-EQ 127 specification - exclusion of halogen replacement
- Heating-Fact sheet BAT-TH-140 (air-water and water-water absorption heat pump ) and 141 (air-water gas engine heat pump) have been removed since the 73rd decree of August 22, 2025. This removal brings the CEE fact sheets into line with the provisions of the recent DDADUE law of April 30, 2025.
- Heating – Modified BAT-TH-142 Fact Sheet – Air Destratification System (in Metropolitan France). Excluded are logistics warehouses, storage facilities, warehouses, and storage areas due to the lack of a proven heating requirement. These controls are implemented and applicable to projects initiated on or after August 1, 2025.

SOFIAC third-party financing: a major lever to activate
The model supported by SOFIAC is based on third-party financing within the framework of Energy Performance Contracts (EPCs).
Thanks to this mechanism, project owners no longer have to bear any initial CAPEX: SOFIAC takes care of 100% of project costs, including energy studies/audits, works and monitoring devices , with reimbursement based solely on actual energy savings measured by an independent third party over time (10 to 15 years).
Supported by the European Investment Bank’s ELENA program, SOFIAC has a financing capacity of 210 million euros for projects and 3 million euros in grants intended to reduce study and design costs for public and private beneficiaries.
This innovative approach makes it possible to transform energy expenditure into a lever for sustainable investment, while ensuring the environmental and economic profitability of projects.
